While I don't believe that any one dish that any one restaurant serves is “the best,” here's what I look for in seafood entrées and appetizers, and the places I'd highly recommend visiting (in no particular order).
If we’re talking about calamari, it has to be tender inside with a crispy outside, and the dipping sauce should bring it all together.
